Facilitating Public Access to Information
A Division Bench of the Delhi High Court has clarified the administrative obligations of the Life Insurance Corporation (LIC) under the Right to Information (RTI) Act. The Court held that an applicant is not strictly required to furnish the exact alphanumeric policy number to retrieve insurance details.
However, the Court noted that to prevent 'fishing expeditions,' the applicant must provide sufficient basic identifying particulars—such as the policyholder's name, date of birth, and registered address—to enable the Public Information Officer to reasonably search and retrieve the data from their digital archives.
